Dr. Arter is an Assistant Professor of Criminal Justice in the Division of Education, Human Development and Family Studies at Penn State Altoona. Dr. Arter is a Criminologist with over 18 years of experience as a practitioner at the state and local levels, as well as military related law enforcement experience. His research interests and current publications focus on stress in policing, police mentoring of high risk juveniles, and drug control policies. Dr Arter's involvement in the HUD-COPC project focuses on personal safety and security issues, as well as the overall enhancement of the quality of life of residents through effective community partnerships and interaction. Dr Arter is currently working on another collaborative community partnership to focus on preventing juvenile delinquency through a community oriented policing initiative, which will be incorporated into the HUD-COPC project as well.
