Special Notes on this Tutorial
To use this tutorial you must have a working install of Windows XP or 98. If you are using a Windows 98 computer
the best solution is to visit http://www.pac-its.psu.edu/windows/9x-dial.htm.
It is assumed that you have a working modem installed correctly. Also, this assumes that you have a web browser installed.
Step One: Opening Network Configuration
Go to the start button in the bottom left hand corner of the screen, and click it. After you do this, go to the
settings section, and then click on control panel. Once in the control panel, you will need to click the link to the
left that says "Switch to classic view" at this point you will see several icons. You will need to find and open the
network configuration tool that is in this folder.
Step Two: Setting Up the Network
You will see a link to the left of that screen that says create new connection. You should then click it. a file
will pop up on the screen. Hit next. Then you will be prompted with another screen. Here you will select connect
to the internet, and click next. At the next options screen you will select set up manual connection click next.
Then you will need to select Connect using dial-up modem and, of course, click next. Upon completion, you will have
to supply a name for the ISP. For this, you should enter Penn State and click next. Then, under the phone number
you should enter: 9463273, and click next. Next, you will have to enter your Penn State ID and Password. After
doing this, click next. At this point you will need to click finish. Next, go back to the start menu, and select
network connections. When in here, right-click the connection that was just made and select properties;
this will open a new window. In this window select the Internet Protocol (Tcp/Ip) tab at the top. Click on
Use the following DNS server addresses. Enter 146.186.157.22 as the preferred DNS server and
146.186.15.18 as the alternate DNS server. Click OK as many times as it takes to close all windows.
Step Three:Connection
To connect to the ISP, you will have to click on the link that was just created that will read "Penn State" and you
will have to supply your username and password. After a few seconds of waiting and annoying squawking noises, you
should be connected to the internet.
Step Four: Testing the Connection
First, you should open a command prompt (start menu > accessories > command prompt) and type ping google.com
If you get no response from a ping, then you should refer to
troubleshooting under the dial-up section of the tutorials page. If this works go to your favorite browser,
and start surfing the internet. If you got a response from ping, and not from your web browser, then
something is wrong with your browser, and you should contact ResTECH if you are living in the dorms or call the
Off Campus Help Line if you are not for further assistance.
